On any track apart from South City I think, where there are only 30 slots, and 16 on the sprint tracks.

yes zockmachine you are still allowed to participate but you are on the reserve list. So if anyone dosent turn up or cancels there entry you are allowed to race. I would advise you to turn up at the event because it is more than likely that not everyone will show up
