Just use front lights. Make half blue, and the other side red.

You cant have it as a dds file but you have have it on a skin. Just get a picture of some 'flashy bars' and put it on a skin... simple!

You can't have real 3D lights on the roof or any additional that actually flash, but u can draw a lightbar (but it won't be 3D).
