I see people with pictures of cars wit only like the wheels blurred, how do they do this, i have photoshop 7.0 and was wondering if someone could help me please
select the tyres using LASSO or ELIPTICAL MARQUEE TOOL and goto filter->blur->radial blur (there you can choose between SPIN or ZOOM, use spin)
