How can you become S3 licenced?

Something to do with paying an extra £12 on top of your £12 for S1 and £12 for S2. Its done where you buy lfs on liveforspeed.net

Seems kinda like a pointless status thing at the moment, its no were near being ready, S2 full isnt out yet, plus its not like they are gonna sell out of S3 Licences.

I appreciate its extra income, but.. meh.
