all i can find is someone saying:
First load your reference images into the viewports.

in 3dsmax, all i do is just set up planes for the blueprints, and apply a material to them that have the blueprints on them, and then make it so it shows the picture in the viewport, i dont know if that is possible in blender or not
but i think what that one person said is my best advice "load reference images into viewports" however that is done
