Can someone walk me through how to make neons, nightime, headlights, and fire in screenshots please.

I have Photoshop Cs2 9.

One thing he does that is very wierd IMO is using the polygon laso in place of the pen tool.
It's never to early to get some skills using the bezier/pen tool for drawing.
