All cars have rev limiters. They are just limited at an extremely high rpm and you never notice it. I use the momoled add-on program and it has a light come on when you hit the rev limiter. It seems to happens at something like 3-4k rpm above the redline, IIRC.
Some racecars have even two rev limiters. One for launching at greenlight (eg. 4krpm) and second 'normal'.
Don't racecars have revlimiter rather close to peak power rpm? They are mechanicaly tuned for race, with peak power as high as possible. Reving engine another 3krpms higher (like in LFS now) is very risky.
Not true (in real life anyways). Loads of underpowered older cars didn't have rev limiters because, although you could rev them past redline, they lost power so much there just wasn't any point to revving that high so they never bothered to give them one.
I think a two-step rev limiter is vital for the turbo cars though and wish they would implement them. To get a fast launch (without changing gearing) you have to bounce off the redline limiter to build boost. Fine, but it increases wear, and doesnt do as well as an adjustable limiter for launching (4-5k). Even better would be a three-step limiter. One for launch, one for normal (redline), and a third for neutral set for a higher rpm (7-8k). This is used so you can flat shift up or down and it wont zing up in the rpms as far and can hold boost. It would be nice to have three step limiters. But I have no idea how any of these addons works so I cant even guess if its possible.
