Because it's S1 server. People with S1 license can drive in S2 (physics wise) server. The old LFS S1 0.3 had 15 slots maximum. 15th slot is reserved for an admin, I think.

I'm wondering how many S1 drivers are on there.......I guess not many.
And most of the time like 50% just spectate anbd don't drive, thats a waste.

When the next LFS patch arrives I will be increasing the STCC S1 server to 18 race slots and 22 connections, also the auto-kick for drivers who spectate for too long will be sorted out, i'm not 100% sure if it works.

There have been few, but once the new patch is here it makes absolutely no difference if the server is S1 or S2, so I will leave them as S1.

Most importantly it provides a means of S1 players returning to the game and getting a race. Then hopefully buying S2 .
