Sometimes I need to block users from any providers, and it is possible easy if block ip-s, but I have not enought rights to do this in net deffence of the server.

Is exist addon or application to slove that problem?

You should update to Y18, or wait until the next full patch. Then you can ban users by usernames, not by ips. Usernames will be madentory for demo online-players soon! This means they would have to create a new username instad of just making another IP-Adresse. That's my suggestions.
