I dloaded a BOV sound pack that goes in the data/sounds folder and i was wondering how to put those in the game. help?

wrong folder. they go to data/engine folder. press shift + a in game and look for the blow of valve sliders. Pres the L on the right side of the screen and then pick the bov you want.
