Let`s attempt something constructive.

It`s saved in completely the wrong .dds format, and has a totally unecessary alpha channel, both leading to a filesize 6x larger than it should be. There are no mipmaps in the file, so at distance the image turns to mush. Your circles are not circular. they are flat ovals, and the actual quality of the texture itself is pitiful for a 1024x1024 file, or any resolution (looks like a minimum quality .jpg).
