That's not a hack, that's called a threat, you should learn the difference. You should call his bluff and see if he's bullshitting or not.

Ban again
If they do DOS attack LCS take legal action.
Not sure how much info you can get from an IP but I'm sure their ISP will be able to give the authorities some info on them.

If he's so pro to hack everything why does he need you to unban him?

He says he'll hack someone's account and wonders why he was bannned?
