Copy your skin from the LFS Viewer's data/skins folder and save it in the LFS/data/skins folder (the LFS Viewer and LFS are two seperate programs - so you need to save the skin in each specific folder).

Did you mean that you saved it as say something like "XXX_DEFAULT.jpg" in the lfs/data/skins folder (where XXX is the car prefix - i.e. XFG_DEFAULT.jpg)?
If that's the case, save it with another name than "DEFAULT.jpg"
Once the skin is saved in the LFS/data/skins folder as a ".jpg" file with a unique name, as DieKolkrabe said, click on "new colours" in the pits-screen. Then you'll see a list of skins for the selected car - including the skin you just saved...
Re-open your skin file on PAINT.NET, and this time try saving the file as XRT_S13 tuning1.jpg - type in the ".jpg" at the end of the file name. Hopefully by manually typing in the .jpg extension PAINT.NET will save it as .jpg and not .jpeg.
If that don't work, open the skin file in Microsoft Paint and then go on to save it as XRT_S13 tuning1.jpg
Yes, thats fine.
With S2 you get 50 skin-slots. You don't have to buy more - unless you have uploaded 50 skins and need to upload more.
Keep in mind that you don't need to upload the ALL the skins you make. You only have to upload the skins that you want to others to see - when you are using that skin on multiplayer (online racing).
You can find the "my on-line cars-skins" by going to http://www.lfsworld.net/, and logging in with your S2 account and password and then open "my on-line car skins". Now click on "choose file" and then select the XRT skin you made (from where ever you saved it) and then click on "upload skin".
You will get a confirmation when the skin is uploaded.
Hmm... Ok, do a quick check.
Open the LFS/data/skins folder. Is the XRT_S13 tuning1.jpg file there? Remember the file extension need to be .jpg, and not .jpeg (I dont think LFS can recognize and convert the skin if it is .jpeg).
If its not there (or if the format is .jpeg) rename the skin using Paint or PAINT.net as I said earlier and save the skin in /lfs/data/skins folder.
Now open LFS > Go to pits > select the XRT > click on the "new colours" and you should (hopefully) see the "XRT_S13 tuning1" skin on the list.

Really, its a simple process; getting your skin to LFS and uploading your skin to LFSW is quite easy!
Nothing has to make, I do not manage to convert the JPEG jpg, either with paint.net, or with Microsoft paint..

They're both fine (you can slightly change the white XRT skin name to avoid confusion).
If you simply place them in your LFS/data/skins folder as it is they should show up in-game.
Are you saying that these files are already in the LFS/data/skins folder but they're not showing up on the list when you click on the "new skins" for the XRT?
Just to be sure - you only have one LFS folder, right? If you have several instances of LFS installed you might be saving the skin files in one but launching the LFS.exe from another...
I can't think of anything else why either of skins wouldn't show up... If you download a skin from the the XR finished skins section and save it, can you view it in-game? Maybe someone else will know whats wrong, I'm out of ideas...
