Any withdrawls who made it into the grid via the Twin 115 will be handled this way:

They will be removed from the count of 11 transferals, therefore promoting one other person from that twin. Then the next person on the waiting list will be put into 30th.

If either of the first two from hotlaps withdraw, that file will shift one row forward (ie winner of that Twin will get advanced to row 1 etc, 2nd will go to row 2 etc). 12 racers will be promoted out of that Twin 115, leaving rows 2-12 exclusively based on Twin 115 results.
