Right now, LFS doesn't give you a reliable indication of the cars state. Outgauge will tell you if a car has stalled (by turning on battery and oil pressure lights), but there's no way to (easily) determine if someone has switched the ignition off (by pressing ignition button).
I've faked it by detecting super-low RPM (300~) as being "off", but that isn't really the data I'm looking for.
