but i dont want to hold down a key, i want the car to permanently steer fast without mouse steer.

In Options - Controls you can adjust the Steer rate and Return rate for faster steering. If that's not fast enough, set the Fast steer multiplier to a large value and you can steer faster using the Steer Fast key.
