I may be talking out of turn here, I really don't have much experience with this. But it makes sense to me given everything that I have read so far...
The insim app should create a string that is the equivalent of a PHP serialized object, then it writes the string to a file on the web server, the web page then de-serializes the object and writes out the value on the page when rendered.
I just don't know C# well enough to give anymore details. But conceptually this sounds like what Vane is looking for.
OK we get it. We need to have one non-driving team member on both the team ventrilo and admin teamspeak channels, or vis-a-versa. As all team should from this point on.

The button bind to "Admin Alert" sounds feasible. I wonder if it could open a button bind snafu can of worms. I think it is important to remember that an endurance race is a team event. As such as team members either driving or not need to keep in constant contact, and the team needs put themselves in a position to contact the race admins as situations warrant it, by whatever means they are comfortable with.
Between watching the racers, communicating amongst themselves, the tracker, and the pit lane applications the admins have an ever growing list of things that need to be done to keep this league running smoothly. I'd be very cautious in adding to that list without making sure that everything has adequate coverage. It is still early in the season, a few wrinkles need to be worked out, as they always do. We as drivers and the league orgainizers/admins will never be able to cover 100% of the issues that will arise over the course of a season. The best we all can hope for is to learn from each experience make adjustments and move on, and hope the adjustments made are appropriate.
Bones, if common sense was being used by the lapping , as well as, lapped cars you wouldn't have to re-write the rules.
I think you are setting yourself up for controversy. The 2+ laps down but fast than a lapping car clause is rather subjective. Additionally, if I am faster even though I am multiple laps down I am not giving up my position only to tail the lapper because he is laps ahead, just makes for a dangerous situation. As you state lapped cars have the right to unlap themselves if possible.

urlencode expects a string, have you tried wrapping The Very End in quotes?

The #9 comes up and hits me, #19, causing me to spin and hit the wall. The reason he came up into me was cause he went down low collided with a passing [CD] car and was sent upwards.

Description of incident or video link: The #9 rear ends me #19 approaching the start finish line. LFS had displayed a yellow flag because 2 cars just ahead had collided. I took caution seeing the incident and was tagged in the back by #9 causing us both to spin.
You would see it that way, seeing as it favors you.
The Lap 273/274 incident I would say Race Hero did not display situational awareness. I saw trouble ahead and LFS displayed a yellow flag. I took caution and he hits me in the rear. I don't think that is a racing incident.
The Lap 280 incident was caused my him going low down into passing [CD] car, which sent him back up into me.
The lap 291 incident was caused by me going low down into him, I'll admit that. I thought I had room. But if you think the other two incidents were racing incidents, well so was this.
Watch Race Hero's whole last driving shift he was spinning and hitting things fairly often, under green and yellow flags conditions.
I started to play around this this lastnight, but I could not find the Negative LOD Bias setting in nHancer. Did I just overlook it? I have a nvidia 7900 GS.

I'll the LOTF server to the relay. The question is then, do you intend to use the LOTF server? I understand that it was not used for the test event due to lag issues, but still there were a fair amount of disconnects from the CD server. So I guess you and Benji need to pick your poison.
