You need to arrange the numbers between the R and F in the order of rear to front. You can find out the order by moving the sliders around and seeing which layers the boxed numbers are on, those closest to you are in front.

Looking at one of the icons on his taskbar, it looks like hes trying to connect via Hamachi.

So in that case, make sure you have the correct Hamachi IP address that the person your trying to connect to has.

If it's not a Hamachi LAN server you're trying to connect to, try turning Hamachi off. Not 100% sure if it would conflict, but you never know.
