you forgot to mention that the mod requires you to uninstall the old one and uninstall rbr. then install rbr, make sure it's patched. then download the mod. make sure that rbr is not installed on your windows drive. then download the car packs (because the full car pack link was unavailable).
did i mention the reboot after the uninstall?

arma2 as a chopper pilot. motogp with a joystick is a good laugh.

if you go to assign a pedal but instead of pressing the pedal, press delete. once you have 0 controls assigned, start assigning them to your likings.

the BRB i have was already patched to the most recent. also, the RBRSR mod will not work properly if it's on the same drive as your operating system. the pedal thing i'm not sure about. i was able to assign all three pedals with no problems. try assigning your brake first and delete the assignment for brake/reverse.
i'm using a G27 if that could be a problem for you.

EDIT: RBR the game should be on a different drive. mine is on "F:\Program Files\SCi Games\Richard Burns Rally\ and it works flawlessly.

i think you're going about it the right way. a uni laptop should be cheap and cheerful. if it breaks, then it's not much of a loss. as long as it can get you onto youtube to poke sticks at post op trannys then all is good.

after installing the mod, my RBR folder is now nearly 18GB lol.
