its called "rocket dock" just google it
very nice piece of software and easy to handle.
This rocket dock is pretty good. At least I have no ugly icons on my desktop anymore

That really, really reminds me of NFS Carbon. I thought it was a wallpaper of the game when I saw the thumbnail.
I got it from gamewallpapers.com, NFSC is crap compared to Kaido Racer 2.
