To get the top 28? most suitable/wanted/... from the many applications.Should be based on the team's/drivers' experience(if you took part in the 2010 season and didn't look like a complete fool, this should increase your chances a lot for example), number of drivers on the roster(or more generally, likelihood to finish the season), and stuff like that...
But that's only a guess, wait for the official statement
