As Dadge asked, is the skin in the correct folder? I should be saved in the "skins" folder - found as lfs/data/skins.
Make sure you save the skin as it is (or check if it confines to a name that LFS recognizes). i.e. something like "XFG_JUICEMAN53.jpg". The "XFG_" part is important, thats how LFS assigned the image to the specific car (the XFG - XF GTi in this case). The ".jpg" in the end is also important as LFS (seems to) only recognize ".jpg" files as the skins.
So saving the file in your skins folder as "XFG_JUICEMAN53.jpeg" won't work. Nor would "lsdfgjsdljf.jpg"

Just small step by step tutorial (since I have time to kill...)
Go to the Finish Skins sub forum and find the skins for XR cars (found here:
http://www.lfsforum.net/showthread.php?t=5643). In the second post in that thread you'll find a car skin.

Right click on the image and select "save image as" (or something that sounds similar).
Now browse through you folders and find your "skins" folder (as I said you can find it in LFS --> Data --> Skins. Save the skin file (without changing its name as its already given) "XRR_DRFTFLKN.jpg" in the skins folder.
Now start up LFS. Go to the pits screen and select the XRR (XR GTR). Click on the "New colours" button as I've pointed out in an earlier post. You'll get a list of all the skins that are available for the XRR. Select the files that says DRFTFLKN.
You should be able to see the saved skin in-game.

IF that worked, but still it won't for the skins from the site you mentioned, maybe you can provide a link to the skin in question so we can have a look at what might have gone wrong. Hope this helped...
