In order to get somewhat of an accurate comparison you must get the talent pool of both series during the current year (which would be 2011).
Taking any past notes is just meaningless. Michael isn't looking like the best in F1 right now is he? Same with Bourdais in IndyCar. You have to take what the people are doing now, and compare it with how the people are doing in F1. F1 isn't that consistent either, they've had quite a few bad drivers go through, but thankfully we don't always see it that much because we are distracted by the "top" drivers.
Benchmark should just check whether the driver has poor equipment, average equipment, or top team equipment. Then compare that with his finishing position, poles, etc in each race.
Wilson has decent equipment, he finishes rather well on the road circuits, however he isn't that consistent. Power has Penske equipment, top of the line. He shows it with poles and race victories. Anyways, I got to cut this post short because I gotta go.
