Seriously, I think you constantly going "ZOMG FASTA111" is getting retarded, I think that the person should deserve the licence, maybe a little series of things, like BL1, BL2, BL2R, then a written essay, where the racing is worth 1/2 and the essay is worth 1/2 of your "grade". That way someone who is in moderate pace, but a linguistic master, could win the licence better than some uber fast guy who "Sp33ks l1k3 th!zzz!".

I thought there would be loads of demo racers posting in this thread with their ideas (or some even begging for the license), but haven't seen any for the time being. And no, don't beg for it, that's not the way...

Couple of names have been brought into my attention. They have done something useful for the community, which is good, and in my mind this raises their stocks pretty high.
Now, I think the license will be handed to a demo racer from my own judgement - it will most likely be done in silence, since there seems to be all kinds of promotions going on at the forums and I don't want to stir up the soup even more.

There are few interesting ideas in this thread which might be taken in consideration in the future. Thank you all from your input.

This topic has brought up some demoers who deserve it, and I think that in the future, if one of those demo people haven't bought S2, I might do the same.

Janezki, if two people seem about equally deserving, it might be a nice gesture to give the S2 licence to whoever comes from a country where the £24 represents the most money in local terms. It seems to me that demo users in, say, Western Europe or North America should usually be able to scrape together that much money if they really wanted the game. But there are parts of the world where that really is a reasonable chunk of cash.
