Ugh, Faster, you've been here long enough to both know this has been suggested many times, and to know to search.
And, I would like to bring about this point again; There is no such thing as A NASCAR. NASCAR is not a car. NASCAR is a sanctioning body, like the FIA, ACO, etc. The cars raced in the two upper-tiers of NASCAR are 'Stock Cars.' Please, stop calling them 'nascars,' everyone.
Also, the KY Oval is not a NASCAR track. NASCAR does not run on it, NASCAR does not own, and most of all, it is not on the same continent that NASCAR runs on. NASCAR has 2 events in Mexico, 1 (or 2?) in Canada as of 2007, and the rest are all in the US. At least, for the three higher-tiered series in NASCAR anyways. The only way something could be a 'NASCAR Track' would be for the sanctioning body to own it. KY Oval (or any LFS track, for that matter) is fictional. Therefore, cannot be owned by NASCAR without a license agreement with Scavier, and as such, KY Oval is not a 'NASCAR Track.'
Oh, and yes, I think it'd be neat to have a 'Stock Car' in LFS; not just for the Oval, either.
