Sorry to not mind my own business, but I think the manager (McLaren or McClaren? Make up your minds, guys!) is to blame. England has a lot of good footballers, and if those considered "the best" are too lazy to play well for the national side, it is the manager's job to find others who will be delighted to "spit their lungs out" on the pitch.
To make my point stand stronger, I will give the example of my country's national team. We have never ever started in Euro, because we could never qualify. Our FA president was about to be kicked out, so as a last resort to save his chair, he appointed a certain Leo Beenhakker to be in charge of the national team. And guess what? He scouted out players from Polish league, some of them were unheard of even by average football fans here, and they won the qualifying group against Portugal, Serbia and Finland.
Now THAT is a difference that a good manager makes.
