Point is that your skin change forum layout in 1024x768 resolutun.
It's simply not nice, nothing to do with bandwidth

And btw, you can edit your post

Edit: Yes, skin itself should be minimum 1024x1024, but take a look how other
people are posting skins here

They use forum attach mainly.
