Various brush work. I use a Wacom tablet which is great for doing things like that by hand, just use the brush tool and the smudge tool for the details. Then play around with extra layers and different opacity settings.
And thanks JJ72 for explaining the various reasons for the details. You said it all in far less words than I'd have been able to.
I love my car. It's got its faults (brakes have failed twice now, they're going off again at the moment, and the accelerator controls itself at low revs) but I still think it's awesome.
Anyway, I think this is a great looking skin, surprised nobody's commented on it. I think you should make the clouds on the bottom stand out more, either by making the main colour a brighter blue or by adding a drop shadow or something behind them.
Also you should probably move the word cloud so that the word "media" doesn't get stretched on the car body. It's the word that stands out the most on the car and draws the eye towards it, so having it deformed like that just looks off.

What you can do is use a transparent background. So you have a transparent layer, the layer without the car, and the layer that is just the car. When you blur the layer the car was cut from you can then duplicate that layer a few times and it fills in the transparent area that the blur carries over.
I propose we stick with this theme regardless of who wins last weeks' competition, because sunset is a nice vague idea usually condusive to a lot of entries.
A little project I'm working on, high-res versions of all the default GTR skins and a few more to make a full grid. Here are the XRR ones. You can probably recognise the default ones, they've all been completely re-made in 2048 x 2048, not just resized. The Injext #15 one was removed from LFS for some reason, you can see it on the LFS homepage's screenshot section. The others are my own ideas, hence they aren't as good.
