Able to pay? Your team must have a good sponsor if you are willing to pay more then 1000€ for a skin pack (20 cars + 12 unique helemts) that should be about 20*8-10 hours = 160-200 hours for the cars and 12*10-15 hours = 120-180 hours for the helmets (you want unique so new design for each helmet)
You want good quality that's why i count with >10 per skin. A good skinner probably won't work for under 10€ per hour.
So you would pay at least 160+120 = 280 * 10€ = 2800€
Your team really should try to make the skin, you won't find a skinner that makes a skin pack + 12 helmets for free.
Making a new skin fun making 20 times the same skin for different cars is pain.
A lot better can you maybe post the skin file. it still looks like it's really poor quality but probably only because you made something wrong saving the screen shot.
Maybe you should not have started with a formula car, they are really difficult to skin.
If you did only reformat it once you should get your data back, sadly i don't know any mac software for doing things like that. I'm sure google can help you

You are right the first skins had something the new one doesn't have. Both the new version and the old look like they are only 1024x1024 pixel or lesser. You should skin at 2048x2048 did you try the pro kits bunta made?

Why do you use the Mega Force logo? I though it's for Team Rock?
On the preview the white part on the front looks like it don't follow the lines of the car? Maybe put the lower end closer to the BMW logo.
EDIT: I don't like the black stripes on the white part but that's just my opinion. (Not sure about that )
Can you change the color of the dorsal to white or red (would like to see the difference)
When you make the next preview pics turn the sun angle, so that the side you want to show is bright. Press shift + F4 (full screen mode) then hit space then take the pic.
