Currently there is a lot more that the dev's have to worry about then wet conditions. It has been suggested before if you only used the search button: http://www.lfsforum.net/showth ... 4&highlight=wet+roads - it will be available in S3 but for S2 there is so much more to worry about; Cars, Physics, Tracks, etc etc.
I only get a black screen when joining a server. Aside from that never ever. Its rather strange but when I switch from one server to another I get a black screen - I can type and hear car sounds, just can't see anything. Normally a "I will BRB." sorts this out.
The best solution I can think of: The Castrol on the bonnet doesn't suit the car's colour scheme and fill in the car's rear end - preferably where the black paint is - with some decals, HQ decals from www.brandsoftheworld.com then repost here and let us see what it looks like.

When you download the set-up save it to: LFS_S2_ALPHA_U>Data>Settings
When in game, select the car that you downloaded the set-up for and on the top right (after selecting car) it will have the saved settings, these include; RACE_S and DEFAULT. Your downloaded setting will be on that list, and since its from Team Inferno then it will have the track code (BL1) followed by the WR holders name. Click on the setting and click ok (bottom left of screen) and away you go.

Don't spend money on a game pad/controller when for that little bit more you could get a racing wheel. When you say you have no space I assume you mean storage? A DFP costs £50 delivered to your door and takes up less roughly the same space as my Epson All-in one printer, infact I just have it stacked ontop of my printer.

Save it anywhere apart from MS Paint, however if you do save it in MS Paint make sure that its .bmp and not .jpg as the BMP retains the quality. Get GIMP if you want a picture editor, you can even try some edits yourself.

I don't find it risking your life when you are chased by cops in a CnR server.
The skin size you posted there is 2560*2048, its not a problem to resize but next time post the correct size to make life easier.
The CPU - I don't think - is the problem here, maybe its the HD failing to load proper information? He has a decent GFX card so that's not the problem either. He runs XP not Vista and he says that he has no viruses after running a scan. Its got me stuck also.
