Yes, that would seem likely, when being admin for the CLC then for those wishing to be 'cops' I would breifly unlock the XRR and the lock it again after the cops have accquired it.

Improving your setup will not gain you skill, with the default set it is quite possible to acheive a 1:28.xx or even a 1:26 if you know the track. Get the WR set first (attached) and try some laps with that, then you might improve your set and driving.

I vote Clownpaint for simplicity and colour scheme, although the bright and vibrant greens of Fusion are also good however Clownpaint sticks my vote.
No bother with racing numbers on clownpaint, that is good as there is only one main skin which everyone uses. When I was on MG and OSR I personally used 66.
And a warm welcome to you all. Having a wheel puts that extra into LFS and makes it a proper simulator, those getting a G25 are lucky as it will more then help them with learning LFS.

Its all down to personal opinion mainly, because he started using the mouse, the switchover to a DFP would mean that he has to learn everything over again, just like I had to when switiching from mouse to wheel.
If you really must know then I didn't take the screenshot at all, and the little what ever they are called were there when I started to edit it.
Its similar to the stoppie set for the UFR, its not really a two wheel set more like a flip set similar to the one I have for XFG. A two wheel set wouldnt react so violently but not bad for it being an 'accident'. Whats with the single ramp at the end of car park?
Get a better CF texture (attached) and try use something that uses vector graphics rather than paint. Photoshop or GIMP (free alternative) would be best. Also make sure that you skin in 2048*2048 and size down to 1024*1024 for uploading.

Great that you have a wheel and S2, personally I would have invested £60 for a DFP (delivered to your door within 2 days) because it will make it worth the money and make the game much more enjoyable since its 900 degree rotation can be set to any amount of degrees making it able to turn just like the car that you are driving. But the MS wheel is also good, its better than having nothing at all!
