I'm sorry but the following rules are pretty clear:
Car #26 did a mistake and spun by his own into T1. No other cars were involved in this incident so I see no reason why car #26 should be allowed to overtake under full-course yellow condition while he lost positions due to his own mistake thus breaking the above rules.
Objection 1:

In pitlane. Car #26 exits the garage on full acceleration without taking care of car #18 rolling on the pitlane, thus having the right, and almost hitting him.
Plus car #26 is crossing the yellow line at pits exit few seconds after the previous dangerous driving mentionned above.

Car #26 spins into T1 and then overtakes to retake his place.
Rules state:
However this was not a parade lap so the rule is not valid. The safety car is a full course yellow so no overtaking

Please could any IGTC official tell me if the skins are officially accepted as valid for IGTC races as they are ?

IGTC offcials and members of other teams involved in the IGTC league are allowed to use these skins for renders but not for driving online on any server.
Ron Dennis already tried that twenty years ago with Prost and Senna.
Ideally and theorically it's a good idea to have two of the best drivers of the moment in the same team. And I believe that Ron Dennis, thus the wole McLaren team, is giving equal chances and technical support to both Alonso and Hamilton, like he did with Prost and Senna.
But pratically it doesn't work. There are other things involved and Ron Dennis should have learnt from the past.
I believe it was not directly related to Hamilton himself but more like to the use of a Mercedes engine in Germany.
For sure, being one of the drivers who can win the championship helped a lot.
Believe it or not but I don't care about nationalities. There are idiots everywhere and good people everywhere.
I may know a bit more about Bourdais and his results because I'm french but really this is not the point.
For instance, in the past years, I've always said that Hamilton should go to F1 as soon as possible. At the beginning of this season I even told my friends that Hamilton will be champion next year. I may be wrong, he may be champion this year
Mistakes ? Every driver I know did at least a mistake one day.

Damon Hill won his first F1 championship at 36, Nigel Mansell at 39 and Juan Manuel Fangio won his first F1 championship at 40 and his last one at 46 (even though it was another era I'm not sure things were easier than today).
