Whilst these don't do exactly what you want, they will prevent people restarting the race inappropriately, if you get it setup right.

For both the limit is 300 seconds.

I agree it's quite annoying when a race is restarted in lap 9 of 10 and admins can't be about 24/7, hence my suggestion:

Here are two sounds for the FZR, they are not meant to be accurate but it's only a desperate attempt to give some balls and growl to the FZR. There is not much gear whine, I hate gear whine it's giving me a headache.
Both sound better in chase view mode, there is nothing much we can do to the on-board sound because of the pseudo stereo issue.

Sound 2 is really on the clipping limit, that's the reason why I suggest you to use it for on-boards views only because it may create distortion if used when spectating in some cases (e.g. a populated starting grid on the oval or South City where there is a lot of echo and early reflections). Sound 1 seems to be OK in all cases, although I find it a bit 'weak'. Of course it depends on your sound system and settings.

CiD windows are generated by the infamous adaware Lop which is installed by programs like Messenger Plus!, BitDownload, BitGrabber and many other ones...

If you're lucky you should have a 'CiD Help' entry and/or a 'Messenger Plus! Sponsor' entry in Add/Remove Programs. Uninstall them all and reboot.

Then check if there are still some bad items on your computer:
Download and extract clean.zip into its own folder
Run clean.cmd and select option 1
A report will be created at the root of disc C: (C:\rapport_clean.txt)
If infected files are detected in this report then reboot in safe mode
Run clean.cmd again and select option 2
Reboot in normal mode when it's done

Feel free to do more scans with Spybot and Ad-Aware Free.

An option to manage Restart votes.

Problem: after a chaotic start about 40% of the drivers have voted for a restart. Finally the race is going on but during the race some drivers retire. And suddenly the 40% of the drivers become 51% and the race is restarted in lap 8/10. Because the restart votes have never been cancelled. Annoying.

Suggestions:
Ability to set a duration after which all restart votes are automatically cancelled
Ability for admins to cancel all current restart votes
Ability to disallow the drivers who join mid race to vote for a restart if there are still x% of the drivers on track who have done the whole race from the start.

But I've already noticed the same behaviour during long races.
For instance, during the IGTC races the safety cars, which are the only cars staying on the track all race long for 4 hours with the same driver, have suddenly vanished from the progress window while the guys were obviously still on the server, what the LFSW 'Hosts and racers online' window was still showing right.

My team mate was practicing and he was on the server for quite a long time.

So I wonder if there is some kind of time limit, like two or three hours, and when it's reached the drivers are not displayed anymore for some reason.
