Without any plugins:
1. google for masking tutorials
2. without "preview selections" (talking about let's say onboard cameras):
Create a simple mask (e.g. in PS or any other picture editing software) in white/black (doesn't really matter) for the areas you want to blur. now place this mask "over" your video track (one which contains the actual footage), select blending mode (in vegas there's a "+" little button for changing it, in premiere it's in effects/channel/blend) to what suits your mask (e.g. for a white mask in premiere, select "darken only" and blend with original layer to 0). Now you have the footage and the white mask blending to that layer/video track, all you have to do is apply the blur on the mask. Your only job is now to apply the blur (radial/zoom in this case) as you want.
3. hurray'ing
Result (different from the example, but exactly the same method)
(note: this was only a test, so it's kinda not really proper, even the mask would need some finetune, but you can get the idea.)
(attached 2 pictures, 1 with the actualy footage, the other is an example for the mask.)
Pretty sure there are many more ways to do it, and quite sure there are at least a few which is easier, but this works too.
P.s.: not exactly a solution for the actual question, that can be solved the similar way, just more work when the camera is not fixed.

Oh c'mon, let's have at least a little bit of sense of humor here Yeah, this is the car everyone hates, and that's why it's supposed to be a "joke" or something, haven't taken a thing seriously on this one as it is really can be seen on the picture (which I'll describe below)
I'm the first who have to disagree on that one, actually no effort was put in this one, heck, even I care of a really simple edit i make more.
If you check out the pic/car you should see that all "details" are wrong. That's why i said it was a joke or humor. So don't take it seriously, made this just for lighten things up.

@Spangler: I'm all thumbs up for footage/content>>effects in any videos, a vid with a great footage can entertain me several times rather than a vid with average footage and lots of special effect. (wasn't really directing to you, but since you mentioned effects, thought a reply on that one ) And you're right on that one, i always try to avoid using effects in a vid unless a part is obviously crying for that.
Lost all of my motivation about making lfs vids by the time, just couldn't resist to make this one so i forced myself to spend an hour with it. It's from yesterday's quick session with Polow, said to him that i'll post it here, so that's why it appears.

I would recommend youtube because it's a drift video so you "won't waste your time and bandwidth" hence you can stop it, even if it's short.

Maybe it'll sound a little OT, but not as much as it seems at first.
You said that it'd allow peeps the catch the slides more easily. If you think about it, it's already there in some way. Let's say someone who drives "properly" (i.e. 720/900degrees, not mention the manual clutch etc here, doesn't belong to this) catching a slide is already a lot more "harder" than a guy who goes with 180/270. I'm not saying "let's limit LFS for 720+ only", because you just can't force everyone to buy a wheel that supports it, i agree, but on the other side this effect is still there. Other thought of catching a slide is that if someone learnt to drive already, i doubt "you'll" need to steer really more than 90degrees (speaking of 720 this time) anyway.
Besides the comments were made about this, i still doubt this'll ruin racing in any way.
You might say i'm a drifter and therefore being biased, but i race quite a lot aswell. Racing with 720/900 and seeing guys doing lock-to-lock in split of a second with a wheel can be frustrated too in my opinion
@Kamkor and the mouse myth :
Being a mouser for ages... first there was a "hey i'm doing it with mouse, it's harder because the lack of analog throttle/brake". But since driving with a wheel and proper degrees this turned totally to the other side. Now i say is the mousing is probably the easiest controller in lfs. Just wish i can get that "performance" like i had with that in some day.
Edit: Jugding by the posts about how perfectly suitable the cars for drifting, there are quite a lot professionals here, so i know this was started a few times, but why don't you start (once again) a drifting/driving "school". I'd be all down for take lessons and i think there are a lot of peoples too (could mention half a dozen already). //no sarcasm included
My first layout i post, it's a pretty simply-made one, quite old, but i still put it on from time to time to have some fun.
Kinda fun in single and multiplayer too (imo), at least when we tested it, it brought some great stuffs. Called "twist" because it doesn't really have 1 bit of straight
Maybe because "everything" which isn't a contender of the "best lfs video/movie of all time" got that mark even if someone just wants to make a "documentation" of the fun he/she had in a session, just for fun, and share with others. And if a video doesn't fit in that category will get the "this suck" or "avoid" etc...
Not everyone is a video making specialist (like myself too), but is it a reason for him/her to not to make videos for his own (and maybe other's) fun? It is? Everyone starts from somewhere, some have more experence in video making, some doesn't at the start.
This lfs movie thread turned out just many threads in various lfs related forums i saw such as "i can do better than you/your stuffs, your product suck" and gets dragged down lower than hell. Yes, there are bad, not so good, good, etc videos out there but just because someone does not spend days/weeks/months for a vid (like myself again) because as i said before he/she only wanted to do somethig for fun or to record some fun he/she had, it's obviously has to be bashed till no tomorrow just because it does not compete with the vids someone made in _many_ days/weeks.
Peoples should really recognize that making some moving picture isn't always to make things as unique as that wasn't and never will be done.... ever.
I'm sure there are lots of peeps out there like me who just can't be motivated to do vids in more than 1 day (at least i think there are).
This kinda attitude brought up quite some time ago which (which is too) is kinda the reason why i didn't/won't post anything i do here.

As for this one:
Try to raise the view smoothing in shift-u menu, and experiment with the camera movings/turnings, therefore you won't get "jaggy" (correct word?) movements.
And in overall, try to be smoother, looks a lot better
Agreed the posts above. The concept is good, the media is a nice put together.
The only thing that doesn't let me rest in peace, is the AI's performance with the XRT)) Umm, i mean that time it had with the car is not even a challenge for a "stock" XRT, and the XRG can get within 2 seconds easliy. I'm far from the best drifter, and more far from being fast, but took out a spin a 515bhp xrt, and i guess a fast guy can make the course within a minute quite easily as i could almost make it. (edit: with standing start ofc)
So next time i think it'd be better if both car car will driven by humans.
The current AI isn't any fast by default anyway and giving him a fast/strong car just makes it even worse
But as i said the video/movie was great, just can't accept the result
Save replay, set options/misc/limit frame rate [yes], limit:15fps
Record with fraps/whatever at 0.500 speed, take the raw avi, double the speed. Double the speed = 2x15fps = 30fps video.
