Regarding the suggestion, it's quite a good idea, but it would probably take a lot of work by the layout maker to perfect the AI line and braking/acceleration zones. I don't know how easy it would be to implement a racing line creation system in a user friendly way.
I think if I wanted to buy a 'new' car I would buy a 6 month / 1 year old one, that had done < 5000 miles. You still get a car that is in practically new condition, and you still get a good chunk of manufacturers warranty, but avoid the massive depreciation

I know you need a certain number of mugs to buy new cars in order to supply the used car market later down the line, but I still don't get people who go out and buy brand new cars. In my opinion, the option of customising the features/extras of your car is not worth the premium you pay.
I would say yes, it can be considered hillclimb. Most hillclimb courses you see are in more rural locations, but I don't see why you couldn't have part of your hillclimb course going through a city street like in your picture.
Vote bans can still be completed after you leave the server. If they couldn't then some n00b could cause a massive wreck and then just exit the server.
Make sure your laptop isn't on the power saving setting, because this can significantly reduce performance.
On my last laptop (which overheated many times and died ), I wondered why my FPS in LFS and other games had suddenly dropped to unplayable levels. The problem was of course the power settings... changed it back to High Performance and it worked fine.
This might not be your problem, but it's worth checking.
Also, should I be worried that SpeedFan is reporting CPU temperature of -60C? (However all four cores are at normal temperatures). There is no sign of this -60C reading in HWMonitor, so is this just SpeedFan failing?
I read somewhere that an unused temperature sensor can give negative values?
You can't actually get fined for speeding on a bicycle in the UK (probably because it is not a requirement for bicycles to have speedometers).
However, you can be done for 'wanton and furious cycling'... something I may have been guilty of when doing 42mph in a 40 zone whilst at the extreme limits of both my body and my bike
Is it just me, or is the front seat headroom on the newer Lexus models rediculously low?
I got in this GS430 that my dad is selling today, and even with the seat as low as it will go my head was still almost touching the roof.. and I'm not tall. It seems to be the same on my grandad's IS as well
