Probably not possible, computers which come with P4 CPUs can't do better than that. You might be able to get a P4 3.8 GHz CPU but that's likely the best you can get. You gotta go to the web site of your motherboard's manufacturer and look at the support pages to see what CPUs it supports.
I think you're trying too hard to fit everything you want in your small budget. Do you have spare parts you can use? If so, use them till you get more money. There's no reason to buy a low-end system with a lot of bells and whistles when you can get a high-end system for just a little more money. E7300 is a low-end CPU (get at least an E8200) and motherboards using Nvidia chipsets are horribly overpriced for what they offer.

I think one or two of your sticks are broken, because there's no reason why all of sudden Windows wouldn't recognize them. Is it possible to try some other sticks of ram from another computer?
Have you tried removing the RAM from the sockets, cleaning the sockets, and switching the modules around? The solution can be a lot simpler than you may think.
As for XP64, I tried it not too long ago but it just seemed slower that XP32, which I found to be very odd. Also I got pissed when I couldn't install Java 64-bit edition, when IE7 64-bit edition didn't work, and when it took more than 5 seconds to do a simple operation, so that's when I ditched it. XP32 runs much faster on the machine in question for no reason whatsoever. Just my experience.
Looking good, looks like Tiger have lowered their prices. When I bought my computer I bought everything from Canada Computers as their prices were much cheaper, but now they're about the same.
You probably don't need to buy that CPU fan as the processor already comes with the Intel stock fan which is pretty much identical to that one. I'm using the Intel stock fan and my CPU is around 40C all the time, so it's not bad at all.
Also, you better use a 64-bit OS if you have 4GB of RAM, I've had some really bad experiences when I put 4GB of RAM in my 32-bit system (read: endless blue screens of death).
Yes but it doesn't have 4 DVI outputs. The point is that you can run 4 monitors with only 1 video card or 8 monitors with 2 of these cards, without any additional software. You would easily be able to recreate the monitor setup used in Swordfish.
If I were banned in such a manner I wouldn't care because when it comes down to it would you really want to race against those kinds of people anyway? The ban would be a sign that I shouldn't race them, and I would move on to another server.
My PC has about the same specs as the one you want to buy, E8400, Asus P5Q Deluxe, Radeon 4870, 3GB OCZ RAM, and it's an excellent system in every way, in gaming or just general usage.
In regard to the Q6600, I've read many reviews on the web which conclude that the E8400 is better. Smaller production process (45nm vs 65nm) and higher clockspeed (3ghz vs 2.4 ghz) have put them on par in multithreaded benchmarks and put the E8400 ahead in gaming benchmarks, which depend more on clockspeed rather than number of cores. Believe it or not, the 6-month old dual-core CPU is better than the 1.5 year old quad-core CPU. It's just the way technology evolves over time.
You're very welcome, glad to hear you're enjoying that card, and remember a dedicated card is always better than an onboard card, especially if the onboard card says Intel on it.
Also, I had no idea the 4670 was a dual slot card.
My experience with ATI is the same as yours lol. ATI's cards just worked for me so I will just keep buying from them until they are clearly outmatched by Nvidia.

Oh, and S14 please don't associate Eastern European immigrants with unemployment. Eastern Europeans have arguably the best education in the world (the only good thing to come out of decades of communism), and immigrants from these countries usually have to work very hard to find jobs just because of the fact they are immigrants. But they do get jobs, and they do a better job than the local people thanks to their education. You'll never understand what it's like to be an immigrant from Eastern Europe, so don't judge them unless you want to be judged yourself.
Anyway, here's the basic computer with how much you should spend on wach part:
Core 2 Duo E8400 : $200
Motherboard with P35 or P45 chipset: no more than $200
2GB RAM: less than $100 from respected brand, don't buy "value" ram
Case, power supply: no more than $150 combined
22" monitor: $250
The rest depends on your needs. If you need this system for gaming then you gotta invest $200-300 for a good video card. If you want good sound invest another $50-100 for a good sound card. You may also want a good keyboard and mouse, another $100 at least.
