I'd say it is. The quantity (even though sometimes the quality is s**t) of mods is making it the most flexible sim I've ever tried. You can have pretty much any cars on any tracks you want, starting from F1 to Hillclimb and from GTR racing to rally
As Niko mentioned there are a few mods that are necessary to make the feel of it be good, but after you get those - it's all a matter of downloading stuff and installing it.
Physics are OFCOURSE, weaker than in LFS or GTR Evo (All this is purely my opinion) but are good enough, and don't believe people who say you need "drift mod" to engage powerslides and hold them, proper pedalwork while sliding is actually even more needed than in LFS for example, but when done right it trully is rewarding...
My "buy" factor was the Mine's R34 GTR though, everything else came as a pleasant surprise.
(my opinion is not of the person who plays LFS or rF though, I haven't touched either for a year now...)
In Borderlands, Roman Bellic from GTA 4 narrates over the opening topic, works as a bus driver, sells ammo and takes you on a tour to see big American titties.... (well all true apart from the titties and tour)

There's a special mod for friendly and non violent people like you for the original L4D, in it, you're armed with good intentions and feelings of love for all mankind and give out hugs to the zombies... It's included in the game out of the box, and it's called "This teammate is more useless than a sack of potatoes, but at least he's getting minced while we fend off the horde"
Laughed out loud all the way in the cinema and at this recommendation if Im honest. The movie is a comedy about idiots, nothing more...

There are non violent mods to their bloody games... ehm... we've been through that already... It's a surprise to see someone hating games from the only company in the business that has never released a bad game.
it all summed up to a Fallout 3 clone with mad max style racing, and death race violence. BUT, what we have is a boring, and trying to be funny cartoonish shooter with a primitive leveling system (YAY RPG), and mediocre at best gameplay... I've played for about 2 hours and that's all Im going to give it. Even the guns look pathetic, sound pathetic, and there is absolutely no atmosphere to it (if im in the post nuclear future (which is neat clean, colourfull and tidy here) shooting a rifle, i'd like it to at least sound like it's dealing damage). Seriously, i'd rather play Fallout 3 with a motorcycle mod... and I will
