It's in the "normal talking window". So just press 't' and then enter the admin command. Or just press '/' and the talk window will pop up with the / already written

Did you read the "Car Position Packets" part in the InSim.txt file which is about OutSim? (leading to the end of the README.txt) perhaps that helps you
