Mecanik edits the class restrictions the cars are based on, for example you can tell lfs that the FSAE-class has a minum displacement of 4800ccm and 8 cylinders. So LFS mods all FSAE cars (the MRT).
Tweak however mods the cars directly, not by class

Yup, you can create cone-layouts on BL3 (The parking lot) and AU1 (More space than BL3) if you have any license. And you can layouts on existant tracks too, if you want, so it is a bit like a track editor. But you have to spend at least £12 to use it

You can either open them with LFS.exe or manually copy them in %lfsroot%\data\layout.
then you open the autocrossor (shift+u) click on "load layout" and select it
(make sure you're on the right track, i.e. AU1 for this one)
