I/We have a half labrador ourselves. He's the most friendly "beast" ever. But he has so much energy . For example, if you won't go out running/walking/playing with him some days, he goes exploring himself.

Well, you can:
1. Add a rule - ONLY WHEEL DRIVERDS ALLOWED - to your league
2. Ban everybody not using wheel in from the league race (I bet that there are not many drivers using MS/KB if the rules don't allow it)

2. End the race
3. Choose the track you're layout is for
(4. Type /axlist to get list of avalaible layouts)

Sigemuk is also S2 licensed. There is currently no certain way to find it out, just check the persons who have set information about them first (Control, race-type etc.), and if they have any online race stats they're licensed (demo users stats aren't recorded). But I believe all of the racers haven't set the information (Control, race-type etc.).

No, you won't need a license to check and to upload your own hotlap to LFSWorld.
Go Here and if you're asked to enter as guest or user, choose guest. Youll be taken to a page with laptimes. If you want to upload your own for others to compare, register, and check the Upload a hotlap thingy at right.

To get the codes hold CTRL when writing (chat, name, numberplate) and you should see some colors pop up, clicking on them gives you the color, and for example the 1. for them (black) is CTRL 1 etc.

You could try blanking the required strings for that
