Is that a livery or dazzle camo?! Anyway, yeah, it's fairly easy to make the texture or textures separately and paste them onto the skin as you want. Just remember to paste them, rotate them first then adjust for stretching.
I've read the OP funnily enough...just wondering what isn't to his liking with the multitude of available skins and therefore what he would like doing differently.
Didn't pick this up as Texpelt had but been two months...What exactly is it you're after as you say you've seen the ones already online and there is a shed-ton of Castrol skins out there?
Matters of taste to one side...if you're going to sticker bomb the rear bumper/bar/fender/whatever you need to wrap it round onto the sides where the bumper is still a 3d element.

In previous versions of LFS I used the clear window tints and a 'carshine' value of 0.4 to effectively get rid of the windows (see attached)
Is something like this possible in 0.6G? The texture 's_windowALPHA' doesn't seem to be used for the windows anymore, is there a replacement or do I need to play with the shaders...if so, is this possible with the shaders as they are at the moment?
Not really...have to change the car shine in the cfg which only you see and you see on every car, same for any dds files, reflections etc.
A very shiny light grey car with modded reflections would look kinda chromey...locally, but just grey to others and you would see all cars as shiny-shiny.
Yeah, to adjust shine just open "cfg" from your LFS folder in notepad and change the value 0 (none) - 1 (shiny-shiny) and save, I use 0.4 to get rid of windows, but only you'll see the difference and will see it on every car. Everyone else will see your skin with their shine settings (often mirror-like shiny if you're a drifter )

Jamesisinthehouse12 stopped making steering wheel textures due to the Hardware Vertex Shading technique in the patch 0.5Z. Thats why he lost interest to make steering wheel textures.

Is it wrong that those buildings look normal to me?! Much more so than the originals, anyway, good job! Is this someting that will be released at some point or just a personal bit 'o' fun?
