Some form of app that 'hacks' into LFS and adjusts the speed variable's value externally through the appropriatly accessed address would be the solution.
However DO NOT EVEN TRY IT. If u figure out how to do this - it also means you figured out how to create a dreaded speed hack.
An external application that can control a car's spead in any way is generally something that is not legal here.
So the answer is - no. Because it will get alot of people possibly banned.
EDIT: this does not apply to servers with CPW turned off , as in Servers that allow Modified ( as in directly modified ) LFS.EXE files. However - and external hack app would likely still be a bad idea even in that scenario.

Ill say that LFS's tracks are more entertaining to me than any mod track I have ever DLed for rFactor.
I feel rFactor was a waste of money for me - raced in it for less than 3 months and got fed up with 'being forced' to match with othe people's mods. That was over 3 years ago.
I WILL NOT take to a racing sim if I cant find something to do 'fast' and efficient'. without aving to be bothered over constant extra donwloads.
LFS is satisfying because I can launch the program AND GET INTO A CAR and start driving in under 15 seconds.

There are times I come out of a corner and have a friendly negotiation with 'grass' that sends my BF1 on an offroad cruise in a direction that makes me with I could throw it into nutruel very very fast. Shifting down rapidly is not fun.
