Because they are already using a "beta" version of LFS. If you use the official Z28 there is no suggestion to update.

During the summer (tourist) time I've only driven through the Tallinn port area, but in the in the off-seasons I've walked off the port area, there has been no issue of pick-pocketers. So it's not that bad as the signs on the boat from Finland etc lets on.
