If you're solely gaming, a quick dual core will be faster than a slower quad for the time being. Maybe in the future when most games are multithreaded will 4/6/8/16 core CPUs be better.
Heh in same boat as you, never done any real racing since it seems like it costs you an arm and a leg (or rich parents) to get into it. In MA as well but the only karting events I'm aware of are F1 Boston which are mainly for rich companies that do team building haha.
Did you clear the CMOS? updating the bios doesn't clear them I don't think, so try shorting the jumper or removing the battery for a minute or two.
If that doesn't work, go to the search bar in the windows taskbar, and type in "device manager" and click the first one. Then go down to "Processors", open the drop down menu, and right click on any of the ones that are there and choose "scan for hardware changes". If that doesn't work, do the above again and choose "uninstall" instead of scan, then turn off, clear CMOS, and reboot again.
For the 965's, go with the one that says "HDZ965FBGMBOX" not "HDZ965FBGIBOX". The "GM" has a 125w TDP (thermal design power), versus 140w of the GI, which means it will produce less heat.
I recommend getting an aftermarket CPU heatsink so you can overclock your phenom higher (you're basically guaranteed 3.7 ghz even if you're a complete overclocking noob. All you have to do is go into bios and raise the CPU Multiplier higher as well as the vcore to around 1.4v. That's the pro of getting a Black Edition CPU)
FWIW, I'm LOVING my XtremeGamer at the moment. WAY better than onboard and SB Audigy. Logitech Z4s sound so much crisper and clear now. The software isn't bad either
I'd go with the UD4P for the 4 extra USB ports since you won't need the onboard video, as well as looking less "lego" like than the UD4H. DDR3 will eventually be cheaper to upgrade than ddr2 as well, so that's a +.
sounds like the power is not getting to the wheel. Try a different power source, and if that fails try to get Logitech to send you a replacement power adapter. if that fails I can send you one. If that fails, get a replacement g27

Oh BTW you guys know about the hidden FOV settings right? By default they're at like 60, but I've got mine at around 85
Go to multi-monitor settings, turn multi-screen on, and change "distance between screens" or similar higher to whatever suits you. Definitely a lot better to be able to actually see the mirror
The single player season play is well thought out, but not very well implemented. You get way too many credits for completing races, and it's far too easy to get first (even with all help turned off) especially in races where there is no class limit.
