That's exactly why I disabled email subscriptions. I had about 7,000 LFS Forum emails on my inbox. (I didn't delete them, just selected everything as "already read")
I completely agree with you, but I would just like to point out that this minimum requirements doesn't mean the game will run like crap on any other processor/settings.

DX9 does not support AA with deferred shading, which GTA uses. DX10 is needed. It isn't due to DX9, but the lighting technique they use where AA only works in DX10. They even said that on a interview on IGN.

By the way, AA won't work because game uses DX9 (it would work on DX10), but AF still does work. Just force it on the drivers, because IMO GTA IV's texture filtering is pretty poor ("Render quality").
I have these formulas in my mind already. All of them, or at least the big majority of them. If I don't remember one, I make a interpretation of it. So I just calculate, then if I remember one that applies, and put it in there!

Answer from Boris: Your videocard doesn't support HDR textures antialiasing.
Possible solutions:
- Try BugFixMode=1 and BugFixMode=5 separately to see if one of them fixes it.
- If doesn't work, try AlternativeDepth=0,
- If doesn't work, disable ambient occlusions EnableOcclusion=0.
- If doesn't work, choose AllowAntialias=0 otherwise you'll have a black screen when playing

Well, you need to select the game folder and the installer should work correctly. I've tested all installers plenty of times before uploading, and it worked on all of them, as well as the uninstallers.
Are you using Windows 7 RC? If so, do you mean this thing here?
If so, there's no problem, it installed correctly but since my installers don't add up anything to your registry, start menu or desktop shortcuts, Windows thinks it didn't install correctly.
No, LFS is DirectX8. It doesn't have motion blur because Scawen didn't code it in the first place, not because of different DX.
If LFS was DirectX7, ENBSeries wouldn't work on it: d3d8.dll. This is also the DLL used by the game to work, and Scawen had some trouble with this dll's crashes (he already fixed it though) when he implemented the new ambient shadows under the car.
I don't know about 0.04 and these older versions, but since I've been playing LFS (2005~2006) it's always been DirectX8.
