Any way, I think maybe hx meant disabling the ability to restart a race through voting alltogether. Meaning that the race could only be restarted by an admin or a script.

(Which, in fact, could be achieved by insim already.)

You're not supposed to edit hostxxxxxx.txt, that file only reflects what's in setup.cfg (simply put).
Instead, open setup.cfg and find the following line:

/cars=

and change it to:
/cars=UF1+RB4+FXO+XRT+RAC+MRT+FXR

or, perhaps more convenient:
/cars=UF1+TBO+RAC+MRT+FXR

Anyone with the admin password can change the user password. Just log on to the server as an admin (enter the admin password in the "host password" input field. Then type /pass mypassword

Now your server is password protected and users can not enter it without knowing the user password. To clear the password simply type /pass

If it's really important to you to hide the password you should be able to do so by changing the interface colours. I suppose the idea is to match the background colour with the text colour. I'm not sure exactly which sliders you have to modify, but I know it can be done.

Mika did this in the 24h event held recently.

I know what you were asking for. I didn't intend to link anything-I meant this particular thread you're reading right now.

My reply was actually meant as a joke. ie, if you had subscribed to your own thread, you'd have found about patch w42 (within minutes) because of my reply.

It's the ability to change the setting via a script im asking for.

Slightly off topic, but since the skin management has been worked on in this series of test patches here goes.

Could there please be an additional option; not to download/apply skins during races? or add the ability to modify the download skins setting with a /command (ultimately a script).

(The convertion to DDS has helped slightly, but I'm still experiencing stutter occasionally.)
