Qualifying
During qualifying all drivers will be able to complete as many laps as they wish. However, a team needs at least one timed lap to be allowed to start the race. E.g. it is enough that one driver of the team sets a lap. If more then one driver of a team sets a lap time, the faster time will be taken for the starting line-up.
Important, the rules have changed slightly and only one driver of any competing team shall be on server and on track at any time.
Race
The grid departs between the final hairpin and the underpass in two-by-two formation. The field shall accelerate to 80kph (49mph). Overtaking is allowed with the Green-Flag-Message. Please be careful on the approach to the first braking zone, as no race has been won yet on the first lap.
The layout with the starting grid will be published later this week.
Please remember, there are NO Safety Cars, NO restarts. Rejoins are allowed at anytime but result in the loss of one lap, including rejoins due to connection loss.

Yeah you are right to point this out. I forgot this rule in the rulebook.
Since everyone is in the same class, I will not enforce the colour blue to be used. Feel free to use white or grey (since they are well readable).

The layout has changed slightly: The speed humps are moved in towards the artificial walls on the oval entry and exit and the pit lane entry and exit are now a bit wider. You can find the updated layout in the attatchment.

Hey! I played around with the options to penalise racers on layouts. While DTs are nonsensical without a custom pit lane area (or at least they need more admining or/and some InSim-trickery) SGs are causing problems. I attatched an spr where I give myself a stop and go penalty (/p_sg). When stopping in the pit stop box, the timer starts ticking with the status "STOP", without any work being done nor the penalty being served In fact the timer does not stop so the car is locked to the pit stop box and a Shift+S/+P is required to escape the situation.
EDIT: I got the same problem with stopping in a multiplayer session, I just attatched the spr for convinience.
I do not think that an official championship would be any better then privately organised leagues, unless it features something a privately organised one cannot offer.
Well, while not official LFS leagues, there used to be big leagues and competitions in LFS. Intel held a competition with an BMW M6 as a prize, the Electronic Sports League held a Pro Series with prize money and Masters of Endurance featured many races, who are now succesful in other simulations. The latter also used to feature a few regional teams.
Also I am not sure how many regional communities are left. My native communities vanished some time ago, partly migrating to the international forums, partly to other Leagues and the rest left LFS.
However there once was an official slalom competiton many moons ago using the Autocross area and layouts.
EDIT: One more thing, if you think of official competitions in some simulations and games, it is also a marketing tool for them and associated brands. Having it "officially sanctioned" by game studios and brands elevates it on the one hand, but it also requires some resources to have it living up to an expected standard: Sophisticated qualifying system, broadcasts and coverage, prizes... Game studios usually have a marketing team/department that could organise those parts.
Button clutch was never a topic in the context of OEC and it was never forbidden explicitly. The rulebook you looked into is still the one of OEC III. There also was no passage about BC in the rules of OEC or OEC 2. I simply was not thinking of it when the league ran the last time and pretty much forgot about the issue in my hiatus.
The rulebook still needs to be worked on as e.g. the skin rule is still punishing those who drive without skin instead of awarding the extra point to those who drive with skin.
I have to look for a way to detect button clutch first, that does not involve watching every entries 3 hours. A rule means nothing if it cannot be enforced.
EDIT: By the way, can anyone brief me on this topic? Back when I was in the CityLiga admin team we discussed that topic immensely, but this has been quite some time ago (and equivalent discussions in the mists of Genuine Racing events or even New Dimension Racing events is even longer away) and most of the discussions happened on TeamSpeak anyways. Is it correct, that the advantage a button clutch gives comes from a makro used to decrease shifting times rather then just the usage of the option button clutch? Then the only option to check if a makro is used was to check the shifting and evaluate if it was short or normal, before later it was decided to simply ban the button clutch option as the makro was incompatible to automatic clutch and axis clutch respectively. So everyone who receives an automatic clutch flag in the mpr (using mpRes or similar) was fine and those who did not have that flag were looked for the usage of H-shifting, who were also fine. The rest was penelised.
